This picture was taken for the Photo Shoot held for the Wanstead & Woodford Guardian on 27th February 2010 who covered the full story about traffic using Chelmsford & Derby Roads and the full story is below: This is the story that appeared in our Newsletter Edition 18 dated May to August 2010:Unhappy with the increasing traffic problem in Chelmsford Road and part of Derby Road, Frank Cruder your Co-ordinator and 3 Chelmsford Road residents: Jill Rodgers, Chris Roper and David Reed have been active in making representation at the past two Area 2 Committee meetings. We have also been advised and supported by Councillor Hugh Cleaver.At the second of these meetings video footage was shown of the traffic congestion, damage to parked cars and poor signage. Vehicles were clearly tracked travelling from the High Road to Woodford New Road without stopping. We have emphasized that, as the Council has decided that Chelmsford, Derby, Fullers Roads and Empress Avenue should be "No Entry except for Access", then this should be enforced. The Watch has offered to give their time and energy to help find a solution and suggested the use of CCTV with traffic violation fines in the roads concerned. At the second meeting after watching the video presentation, the Councillors agreed that something needed to be done and also agreed that a meeting should take place between the Neighbourhood Watch, the Traffic Department and Councillors. At the first Area 2 meeting it was also agreed that trees should be replanted in Chelmsford Road in line with the rest of the roads in the Triangle. We are now hopeful that the local Council will now take our concerns seriously and the Chelmsford & Derby Road residents will enjoy a positive outcome in the near future. We look forward to reporting to you on the further progress of this campaign and we hope that we may call upon you to show your support. 
This picture was taken for the Photo Shoot held for the Wanstead & Woodford Guardian on 1st & 29th July 2010 who covered the story about the humps in Chelmsford Road and the traffic using Chelmsford & Derby Roads and the full story is below: This is the story that appeared in our Newsletter Edition 19 dated September to November 2010:The campaign to stop through traffic continues but disappointingly, as yet, there is no immediate solution. This is what we have managed to achieve so far:On 15th June a meeting took place between Redbridge Chief Highways Officer, The Head of Engineering, Councillor Hugh Cleaver, Jill Rodgers your Watch Secretary and Frank Cruder, Chairman & Co-ordinator of the Watch. Although the extent of the problem was recognised, there were issues that need to be overcome relating to the use of CCTV. These include the necessary funding to set up the cameras and also the complex requirements of the cameras which will need to be able to track vehicles as they pass through and also be capable of number plate recognition. Further reserch is needed to find cameras that can do this and funding will have to be found which is difficult in the present economic climate.The Head of Engineering, Chris Roper and David Reed, both of Chelmsford Road have agreed to continue to research cameras and their use by other boroughs. A second traffic count in Chelmsford Road was also agreed at the meeting and this has taken place. The results show some improvement but still a totally unacceptable levels averaging 4,257 cars per day during week days. The improvement may only reflect that the fact that it was completed at a time when the world cup was being televised. It may also have been completed at a different time of the year.New Traffic signs have been installed at entrances to the roads concerned although their angles needs to be corrected so that they are visible to drivers approaching the roads concerned.There have been 2 more newspaper articles in the local Guardian. One showing concern over what is happening to property nearest to the road humps where ridge tiles have been dislodged due to the volume and weight of traffic. One referring to the recent scientific report commissioned by Boris Johnson which has identified how pollution from traffic fumes has caused early deaths. 41 per year in Wanstead & Woodford and 7 in Church End. Your Secretary will be writing to Boris Johnson asking what can be done to help Chelmsford and Derby Road residents. The Church End Conservatives Action Team is in correspondence with Waltham Forest Councillors to ask what can be done about the road marking which appear to encourage drivers to turn right into Chelmsford Road from Woodford New Road.Sergeant Dave Somerville from the Church End Safer Neighbourhoods Police Team has arranged to stop and leaflet offenders with information explaining what the "No Entry" except for access signs means. Our thanks to him and his team for their concern and for their hard work. We have recently written to all local Coucillors within Redbrige Area 2 asking them to be pro-active in helping us. Hopefully our persistence and determination will eventually produce results.If you have any suggestions as to what can be done please contact your Neighbourhood Watch. Hon Iain Duncan Smith and the full story is below:This is the story that appeared in our Newsletter Edition No 16 which should have read no: 20 dated Christmas/New Year 2010 Edition.The group identified that the road markings and signage that traffic encounters when approiaching Chelmsford Road fromthe Waterworks roundabout is midleading and unclear. A "No Right Turn" except for access sign as traffic approaches would warn drivers in advance that Chelmsford Road, Fullers Road and Empress Avenue are "No Entry except for access". At the moment the no entry signs cannot be seen until a driver stops in preparation to turn into these roads. Also the road markings are misleading and seem to encourage drivers to turn right into Chelmsford Road.Lily Brooks of the Church End Conservatives Action Team wrote to Waltham Forest Councillors explaining there concerns. Their response was disappointing stating that they di not see the need to change anything. Undsicouraged by this Lily Brooks then wrote to Iain ?Duncan Smith our MP as his constituency covers both boroughs of Waltham Forest and Redbridge. He agreed to meet the Action Group on Friday 15th October 2010 to discuss the problem.Iain Duncan Smith was very eager to help. He spent an hour listening tothe issues. He was also shown the volume of traffic turning right into Chelmsford Road and the poor signage. He agreed that somethign needs to be done as quickly as possible. Amongst the possibilities discussed were better signage for approaching traffic and the use of temporary CCTV to identify and fine the offenders. He has written to Roger Hampson at Redbridge Council and Martin Eason at Waltham Forest Council ad Graham Dalton at the Highways Agency to see if they can work together on a solution to the signage problem on Woodford New Road.How much of this can be achieved is not yet clear but we are hopeful that with Iain Duncan Smith's backiing we can move forward. Hon Iain Duncan Smith and the full update story is below: This is the story that will appear in our next Newsletter Edition No 21 dated February to April 2011: As you will know from our last newsletter we have been attempting to improve signage in order to better inform the traffic approaching Chelmsford Road, Fullers Road and Empress Avenue. At the moment there is nothing to indicate that traffic approaching these roads from the Waterworks roundabout should NOT turn right unless they need access to these roads and their adjoining roads. So far this has caused a problem as the approach road lies within Waltham Forest. We would like a "No Right Turn except for access" sign in Woodford New Road but are having problems getting Waltham Forest and Redbridge Councils to work together on this. As you know we got the our MP Rt. Hon Iain Duncan Smith involved in this issue and would like to thank him and his researcher Jo Nash for their help. Waltham Forest have now given permission for Redbridge Council to install the signs subject to agreement on suitable locations. We have also received a communication from Redbrige Council saying that they are currently looking into the provision of signage for all junctions, however any signage will be subject to Councillor approval and available funding. The Watch is trying to arrange for CCTV to be installed in Chelmsford Road, Derby and Fullers Road and Empress Avenue and in this context the Watch is making an application to the National Lottery Grant from the Jubilee People's Millions to cover the majority of costs, as Redbridge Council do not have the amount under the cuts! We will update you once we have any further information. 
This is to let members and readers know that in February 2010 Watch members made a Video of traffic using Chelmsford Road and it also showed that traffic could be tracked.

The new traffic sign in Woodford New Road prior to Chelmsford Road coming from the Waterworks roundabout. This is the story that appears in our next Newsletter edition no: 22 dated May to July 2011. Unfortunately our bid for funding to install CCTV cameras was unsuccessful as the funding necessary was seen to be a Council responsiblity. The Council is however communicating and negotiating with 'Zenco' the company that has put the scheme together. As the scheme is new and untested, the Council still need to know if it is viable and that the cost is acceptable before any final decision can be made. Our request for "No Right Turn except for access" signs for Chelmsford Road, Fullers Road and Empress Avenue running north from the Waterworks roundabout have been considered by the Council and they are in favour of working with Waltham Forest to install them. The first sign has been installed (copy above) but disappintingly the sign does not specifically say 'No right turn except for access' but is the same as the other confusing symbols. It has been place on the back of an existing sign which is not as close as we would like it. The other problematic issue is that they have only agreed to initially install 1 for Chelmsford Road to see if is effective before installing the other 2 as the cost is otherwise difficult to justify in this time of cut backs. This is not a grat solution and raises some questions including: Will traffic then choose Fullers Road and Empress Avenue? How will it be monitored? And over what time scale? We are aware of these concerns and will raise them along with others that we have. The scheme has mostly met support of Triangle residents, unlike other schemes, and so we would ideally have liked all 3 signs at the same time. We will aim to continue to keep the issue a high profile and keep you updated on any further progress in our Newsletters.
